RTI Awarded $59.7 Million For Indonesia Project

RTP — The U.S. Agency for International Development has awarded RTI International $59.7 million to help strengthen local governments’ core competencies and to develop the capacity of strategic local partners in Indonesia.

Called the Local Governance Support Program (LGSP), the project is a continuation of the work that RTI has conducted with local governments in Indonesia during the past several years to help the country transition from a highly centralized to a democratic, decentralized state.

This new project builds on USAID’s CLEAN-Urban and PERFORM projects, which also were led by RTI.

Under the new contract, RTI and 250 professional Indonesian staff will ensure that municipal administrations aided under prior programs will learn more about performance-based budgeting and local economic development.

Project activities will significantly involve elected local councils, which will be charged with allocating budgets and selecting projects to fund. The councils will also learn how to invite and use more citizen input in their deliberations, enabling them to discuss challenges with other municipalities, set priorities based on best practices, and make budget allocations and investment decisions that specifically address local needs.

Throughout the project, RTI will help develop the capacity of strategic partners to deliver services to local governments and communities by working with 50 partner organizations and 500 local nongovernmental organizations that will become increasingly involved as the project is phased out. The goal is to develop networks of qualified service providers engaged in sustainable, market-based service relationships with local governments.

“Building capacity to establish and maintain productive relationships is central to the long-term success of LGSP,” said project manager Jim McCullough of RTI’s International Development Group.
